Indonesia’s covid entry regulations March 2022

OVERSEAS TRAVEL HEALTH PROTOCOL IN THE TIMES PANDEMIC CORONA VIRUS DISEASE 2019 (COVID-19)

Travelers enters the territory of Indonesia through the entrance gate(entry
point) overseas travel as follows:

Airports:

  • Soekarno Hatta, Banten;
  • Juanda, East Java;
  • Ngurah Rai, Bali
  • Hang Nadim, Riau Islands.
  • Raja Haji Fisabilillah, Riau Islands.
  • Sam Ratulangi, North Sulawesi; and.
  • Zainuddin Abdul Madjid, West Nusa Tenggara

Seaports:

  • Tanjung Benoa, Bali.
  • Batam, Riau Islands.
  • Tanjung Pinang, Riau Islands.
  • Bintan, Riau Islands.
  • Nunukan, North Kalimantan.

Cross Border Posts:

  • Aruk, West Kalimantan;
  • Entikong, West Kalimantan; and
  • Motaain, East Nusa

Terms/requirements to enter the territory of Indonesia through: entry point
is as follows:

  1. Comply with the provisions of the health protocol set by the
    Government;
  2. show the card/certificate (physical or digital) has received the second
    dose of COVID-19 vaccine at least 14 (fourteen) days before  departure as a requirement to enter Indonesia with the following conditions:
    1. Travelers  Indonesian citizens who have not received the vaccine will be vaccinated at a quarantine place upon arrival in Indonesia after the second RT-PCR examination with a negative result;
    1. Travelers foreigners who have not received the vaccine will be vaccinated at a quarantine or health monitoring place upon arrival in Indonesia after a second RT-PCR examination with a negative result is carried out, with the following conditions:
  • Aged 6 – 17 years;
  • Holders of diplomatic residence permits and official residence permits; and/or
  • Limited stay permit card (KITAS) and permanent residence permit card (KITAP).
    • Travelers foreigners who are already in Indonesia and will travel,
      both domestically and internationally, are required to vaccinate through a program or mutual cooperation scheme in accordance with the provisions of the legislation;
    • The card/certificate (physical or digital) has received the second dose of COVID-19 vaccine written in English, in addition to the language of the country of origin.
  • The obligation to show a COVID-19 vaccination card/certificate (physical or digital) is exempted from:
    • Travelers under 18 years old; and
    • Travelers with special health conditions or comorbid diseases that cause travellers to be unable to receive vaccines, with the condition that they must attach a doctor’s certificate from the Government Hospital of the country of departure stating that the person concerned has not and/or cannot participate in the COVID-19 vaccination.
    • foreigners holding diplomatic visas and service visas related to official/state visits
      of foreign officials at ministerial level and above and foreigners who enter Indonesia
      under the Travel Corridor Arrangement scheme, in accordance with the principle of
      reciprocity while still implementing strict health protocols;
    • Foreigners who are not vaccinated and intend to travel domestically and continue
      with the aim of taking international flights out of Indonesian territory, are allowed not
      to show their COVID-19 vaccination card/certificate as long as they do not leave the
      airport area during transit waiting for international flights to be followed with
      requirements :
      • It has been permitted by the local Port Health Office (KKP) to carry out domestic
        trips with the aim of being able to continue their flights out of Indonesia; and.
      • Shows the schedule of flight tickets outside Indonesia for direct transit from the
        departure city to the international airport in the territory of Indonesia with the final
        destination to the destination country.

Shows a negative result through the RT-PCR test in the country/region of origin whose samples are taken within a maximum period of 2 x 24 hours before departure and are attached at the time of the health examination or Indonesian International e-HAC;

Quarantine with self-financing, it is obligated to show proof of payment confirmation for the reservation of quarantine accommodation or health monitoring places from the accommodation provider while staying in Indonesia.

For foreigners, attach proof of ownership of health insurance which includes financing
for handling COVID-19 and medical evacuation to a referral hospital with a minimum
coverage value as determined by the organizer, manager, or local government.

  1. Upon arrival, are required to undergo RT-PCR re-examination :
  2. After RT-PCR sampling on arrival, PPLN proceeded with:
  3. inspection of immigration documents and customs documents;
  4. baggage collection and baggage disinfection;
  5. pick-up and drop-off directly to the hotel, lodging accommodation, or place of residence;
  6. waiting for the results of the RT-PCR examination in hotel rooms, rooms at lodging accommodations, or places of residence; and
  7. are not allowed to leave hotel rooms, rooms at lodging accommodations, or residences and are not allowed to interact with other people before the results of the RT-PCR examination show negative results
  8. Upon arrival, Travelers will be re-tested by RT-PCR and required to undergo quarantine or centralized health monitoring with the following conditions :
  1. Quarantine for 5 x 24 hours for Travelers who have received the first dose of vaccine or who have not been able to get vaccinated.
  2. Full dose or booster at least 14 days before departure after receiving the second injection there is no need to quarantine and you can continue to your destination after receive a negative PCR result.
  3. Place of accommodation for quarantine  must obtain a recommendation from the COVID-19 Task Force that has met the terms and conditions of the Indonesian Hotel and Restaurant Association for cleanliness, health, safety, and environmental sustainability (CHSE) or The ministry in charge of health affairs for the Jakarta and surrounding areas or the Provincial Office in charge of health affairs in the regions
    related to the certification of the COVID-19 health protocol;

  5. In the event that the results of the RT-PCR upon arrival show positive results, follow-up will be carried out with the following provisions :
  1. If asymptomatic or experiencing mild symptoms, isolation or treatment is carried out in isolation hotels or centralized isolation facilities established by the government; or
  2. if accompanied by moderate or severe symptoms, and/or with uncontrolled comorbidities, isolation or treatment is carried out at a COVID-19 referral hospital; and;
  3. The cost of isolation/treatment for foreigners is borne independently, while for Indonesian citizens it is borne by the government.
  4. Travelers is required to perform a second RT-PCR test with the following conditions:
  1. On the 4th day of quarantine for quarantine with a duration of 5 x 24 hours.
  2. In the event that the second RT-PCR test a negative result, the WNI/WNA is allowed to continue the journey and it is recommended to carry out independent health monitoring of COVID-19 symptoms for 14 days and apply health protocols;
  3. in the event that the RT-PCR retest shows a positive result, follow-up will be carried out with the following provisions :
  1. if asymptomatic or experiencing mild symptoms, isolation or treatment is carried out in isolation hotels or centralized isolation facilities established by the government; or
  2. if accompanied by moderate or severe symptoms, and/or with
    uncontrolled comorbidities, isolation or treatment is carried out at a COVID-19 referral hospital; and
  3. The cost of isolation/treatment for foreigners is borne independently, while for Indonesian citizens it is borne by the government.
  4. Specifically for travelers entering the territory of Indonesia through entry points in the areas of Bali, Batam, and Bintan follow the provisions of  the special mechanism as regulated in the Circular of the Task Force for. Handling COVID-19 concerning Health Protocols for Overseas Travelers for Special Entrances to Bali, Batam, and Bintan during the Corona Virus Disease 2019 Pandemic Period ( COVID-19) in force.
  5. The implementation of quarantine or independent health monitoring as referred to in number 8 must meet the following provisions :
    1. Have a separate bedroom and bathroom for each individual travelers;
  1. Minimizing contact during food distribution or eating activities;
  2. Not having physical contact with other travelers who are conducting quarantine or health monitoring or other individuals;
  3. There are quarantine supervisors or health monitoring officers who are obliged to report quarantine supervision or health monitoring on a daily basis to KKP officers in their territory; and
  4. travelers with the purpose of traveling for tourism can enter the territory of Indonesia provided that the card or certificate has received the COVID-19 vaccine and a negative result of the RT-PCR must attach :
    1. For foreigners, attach a short visit visa or other entry permit in accordance with the laws and regulations.
    2. Specifically for foreigners, attach proof of ownership of health insurance with a minimum coverage COVID-19.
